Youth Participation Index 2023

10.06.2025

The Youth Participation Index was developed by the Youth Centre for the Western Balkans and Turkey (YHWBT) to highlight barriers to youth engagement and provide evidence-based insights for policymakers and youth organisations. This index presents indicators on the Political, Social and Economic Participation of Youth for the year 2023.

The highest unemployment rates among registered young people in the participating countries were in Albania, Bosnia and Herzegovina and North Macedonia, with a rate of around 23%, while Kosovo has a high NEET rate of 37%.

This report provides data on the challenges and opportunities that young people face in the region, as well as concrete recommendations for more inclusive policies. From political representation, to unemployment and social exclusion, to get more information, find the link to the full report.
