
On July 9, Centre for Humanitarian Dialogue (HD) and Democracy for Development (D4D) co-facilitated the first inter-stakeholder dialogue to draft a Code of Conduct for the Responsible Use of social media During the 2025 Local Elections in Kosovo. This initiative builds on successful collaborations from 2021 and 2024, when similar codes were developed to promote responsible digital behavior during the local and national election campaigns.
The roundtable brought together representatives from political parties, government institutions, media, civil society, and regulatory bodies to review and improve a draft code that promotes respectful, fact-based engagement in digital spaces. Discussions were grounded in the belief that online restraint starts with offline dialogue, and that local ownership is key to ensuring democratic resilience.
With the October 2025 elections just around the corner, there’s a lot at stake for Kosovo’s democracy. With the increasing spread of disinformation, hate speech, and digital manipulation, a shared commitment to ethical conduct on social media is more urgent than ever. This dialogue represents a critical step toward protecting the integrity of public discourse and safeguarding electoral fairness.
D4D and HD remain committed to supporting a collaborative, inclusive process that strengthens trust across political and social divides. By convening diverse voices around a common purpose, this effort aims to lay the groundwork for a more informed, respectful, and democratic digital environment throughout the election period and beyond.
