The Democracy for Development Institute (D4D) held three training sessions for the administrative staff of the Assembly of the Republic of Kosovo to strengthen their capacity to apply the Manual for the Work of Parliamentary Inquiry Committees in practice.
The training sessions built on the process of drafting the Manual, which involved consultations with Assembly staff and representatives of civil society. During the sessions, participants became familiar with the Manual’s structure and content, the procedures to be followed from the initiation of a parliamentary inquiry through to the preparation of the final report, and the responsibilities of the Assembly administration in supporting the work of inquiry committees.
Through discussions and practical examples, participants explored how to use the Manual in their day-to-day work, with particular emphasis on the consistent application of procedures, the management of documentation and the preservation of institutional continuity.
These training sessions aim to establish the Manual as a practical tool for the Assembly administration and contribute to a more efficient, transparent and professional approach to organizing the work of parliamentary inquiry committees.
These training sessions were held as part of the project “Support to the Assembly of Kosovo in Inquiry Committee Proceedings and Legal Drafting”, with the support of the Swiss Federal Department of Foreign Affairs (FDFA) and the Friedrich Ebert Stiftung (FES), Prishtina Office.
Obuke za primenu Priručnika za rad parlamentarnih istražnih komisija
Institut Demokratija za razvoj (D4D) održao je tri obuke za administrativno osoblje Skupštine Republike Kosovo radi jačanja njihovih kapaciteta za praktičnu primenu Priručnika za rad parlamentarnih istražnih komisija.
Obuke su nastavak procesa izrade Priručnika, koji je sproveden uz konsultacije sa osobljem Skupštine i predstavnicima civilnog društva. Tokom obuka učesnici su se upoznali sa strukturom i sadržajem Priručnika, postupcima koji se sprovode od pokretanja parlamentarne istrage do izrade konačnog izveštaja, kao i sa odgovornostima skupštinske administracije u pružanju podrške radu istražnih komisija.
Kroz diskusije i praktične primere učesnici su razmatrali načine primene Priručnika u svakodnevnom radu, sa posebnim osvrtom na ujednačenu primenu postupaka, upravljanje dokumentacijom i očuvanje institucionalnog kontinuiteta.
Cilj ovih obuka je da Priručnik služi kao praktično sredstvo za rad i doprinese efikasnijoj, transparentnijoj i stručnijoj organizaciji rada parlamentarnih istražnih komisija.
Ove obuke su održane u okviru projekta „Podrška Skupštini Kosova u postupcima parlamentarnih istražnih komisija i izradi zakonodavstva“, uz podršku Saveznog departmana za spoljne poslove Švajcarske (FDFA) i Fondacije Fridrih Ebert (FES), Kancelarije u Prištini.
