Out-of-country voting: Policy Review and Practical Recommendations

In Kosovo, external voting is allowed for all types of elections. Voters may vote by mail, provided that they have applied successfully with the Central Election Commission (CEC). Although there are a significant number of Kosovo citizens living abroad, their participation in elections until now has been very low, which is something that should change.

This survey aims to contribute in increasing the participation of diaspora in election processes in Kosovo by reviewing out-of-country voting practices in other countries, studying barriers of diaspora to vote and establishing effective policies to facilitate out-of-country voting. Democracy for Development (D4D) Institute and Democracy Plus (D+) have drafted this report to present the current situation and to analyze policy dilemmas and outcomes that may result from various decisions. For this document were held public consultation with representatives of diaspora.
